Areas needed for the dam, lake and protected shoreline were identified by the City and approved by the County in a Preliminary Land Acquisition Plan prepared in 1998. These acquisitions were put on hold in 1999 but they were resumed in 2006 after all major permits were approved, and are expected to be complete by 2008.

The team of real estate professionals includes appraisers, surveyors, buyers and attorneys working under the direction of County and City staff. A survey is prepared for each property, the landowner is invited to be present when it is inspected for appraisal, and a purchase offer is made based on fair market value. The offer is presented by a buyer who negotiates the contract, and the transaction is completed by an attorney who represents the County at the settlement table. Once a property is purchased by the County, it becomes subject to the City’s long-term lease.
