On May 12, 2009 Newport News City Council voted 4-3 to suspend the KWR Project for
120 days in order to assess recent regulatory and legal developments. The City Manger,
Randy Hildebrandt, had already suspended activity on the King William Reservoir project
in response to a letter he received from the Norfolk District of the U.S. Army Corps
of Engineers on April 31, 2009 stating that they were suspending the project’s federal
